On March 18, 2010, this Office issued La. Atty. Gen. Op. No. 09-0211 in response to an opinion request from you. You now seek clarification to reconcile the syllabus of the opinion (i.e., the short synopsis of the opinion included on the first page) with the conclusions of the opinion itself.
