The question before this Court is whether the owner of a vehicle who paid for the compulsory accident insurance coverage established by the laws of Puerto Rico has to pay the medical expenses of a plaintiff who, although entitled to receive her treatment compliments of the system that was thus created, elected to receive attention at the mainland hospital of her choice.
