GTE Southwest Incorporated d/b/a Verizon Southwest (“Verizon”) sought judicial review of a final order issued by the Public Utility Commission of Texas (the “Commission”) that interpreted and enforced an interconnection agreement. MCI Commu nications Corporation and MCI WorldCom Communications, Inc. (“WorldCom”) intervened in the suit to defend the order and to request the district court to award interest accruing from the date of the order.
