This Public Records Act case was filed by Alex Friedmann (“Plaintiff’) against Corrections Corporation of America (“CCA”). Plaintiff seeks various records from CCA. Plaintiff claims that by operating prisons for the State of Tennessee and several local governmental entities in Tennessee, CCA is the functional equivalent of a governmental agency and, therefore, subject to the Public Records Act, Tenn.
