Respondent, Henry J. Clay, Jr., was admitted to the practice *51of law in the State of New York by the First Judicial Department on June 19, 1978. At all times pertinent to this proceeding, respondent maintained an office for the practice of law within the First Judicial Department.

In a one-count information filed in the United States District Court for the Southern District of New York, respondent was charged with "unlawfully, willfully and knowingly” failing to file his income tax returns for 1988, 1989 and 1991, a violation of 26 USC § 7203. Respondent pleaded guilty to…
