On June 3, 2011, the American Civil Liberties Union and the American Civil Liberties Union Foundation (collectively, “Plaintiffs” or “ACLU”) filed a complaint against the United States Department of Homeland Security (“DHS”) and the United States Immigration and Customs Enforcement (“ICE”) (collectively, “Defendants” or “Government”) pursuant to the Freedom of Information Act, 5 U.S.C. § 552 (“FOIA”).
