On February 22, 1982, the defendant, Edward J. Rosewell, County Treasurer and Ex-Officio County Collector of Cook County (hereinafter the County), filed an application for judgment and order of sale against lands and lots upon which taxes remained unpaid for the year 1980 and prior years.
