Plaintiff El Paso Natural Gas Company (“EPNG”) and intervenor-plaintiff Navajo Nation (the “Tribe”) bring this suit against the United States and numerous other federal defendants (collectively, “defendants”) in connection with a former uranium mill located on the Navajo Nation Reservation near Tuba City, Arizona.
