This is an appeal from a judgment of the district court setting aside a final order of the Texas Railroad Commission issued on February 26, 1979, which approvéd the transfer and sale of Specialized Motor Carrier Certificate No. 19552 from Johnny Ca-bluck, d/b/a Roosevelt Service to Jordan Vestal Ashford, d/b/a Joe Ashford Wrecker Service.
