Plaintiffs, Socorro Hernandez, Ubaldo Carreonn, and Laverene Hope Chambers, filed a complaint on September 28, 1981,. against defendant, former Attorney General Tyrone Fahner, seeking a declaratory judgment that the term “person” as used in the Crime Victims Compensation Act applies to all applicants and that defendant’s policy of requiring applicants to submit documentation to prove the victim’s citizenship or status as a legal alien is unlawful.
