By judgment filed in this case on December 1, 1989 and amended on January 30, 1990, the undersigned, acting pursuant to 28 U.S.C. § 636(c), found the Bureau of Prisons policy regarding mail to federal prisoners from attorneys, courts, and government officials to infringe the prisoners’ rights of access to courts and of freedom of expression and not to be rationally related to any valid , penological purpose.
