Stacey Horneyer (“Appellant”) brought this action against the City of Springfield (“the City”) following a vehicle collision that occurred in the City at the intersection of Chestnut Expressway and East Trafficway, where Appellant’s vehicle was struck by another vehicle being driven at night with its headhghts off. The trial court granted summary judgment in favor of the City.
