PHILLIPS, Chief Judge.
May brought this action against Maurer, seeking an injunction and a declaratory judgment. Maurer is the Area Director of the Office of the Housing Expediter, in a Defense-Rental Area which includes the city of Albuquerque, New Mexico. In her complaint May alleged these facts: May is the owner of an apartment house located at 400 North 11th Street, Albuquerque, New Mexico. Maurice R. Spear and Irma R.
