I. INTRODUCTION

This case arises out of allegations of workplace discrimination and retaliation. Plaintiff, Pearl Marion (“Marion”), asserts that her employer, the City of Philadelphia/Water Department, and her co-workers have harassed her, and continue to harass her, in retaliation for filing a claim with the Equal Employment Opportunity Commission (“EEOC”) and for filing a pri- or action in federal court.
