JOYNER, District Judge.
This case has been brought before the Court on Motion of the Plaintiffs for Preliminary Injunction. 1 Following two full days of hearings in this matter on December 15 and 16, 2008 and numerous submissions by the parties, we find this matter now properly postured for adjudication and we thus make the following:
