Defendant Beth Israel Medical Center (named in the complaint as Beth Israel Hospital Inc.) (“Beth Israel”) and defendants Judge Mary Bednar (“Judge Bed-nar”), City of New York Human Resources Administration (“HRA”), Special Services for Children (“Special Services”), William Grinker, Commissioner of HRA (the “Commissioner”), and Herman D.
