The plaintiff Heidi A. Baer, a medical student at Drexel University College of Medicine, seeks a preliminary injunction commanding the defendant National Board of Medical Examiners (“NBME”) to permit her to have extended time in taking Step 1 of the United States Medical Licensing Examination (“USMLE”).
