Plaintiff-Appellant Freddie Gregory appeals the district court’s grant of summary judgment based on qualified immunity to Defendant Phillip Burnett, a Kentucky State Police Lieutenant, in this 42 U.S.C. § 1983 action alleging unlawful traffic stops, false arrest, retaliatory arrest, and malicious prosecution, as well as state-law claims of negligence, intentional infliction of emotional distress, and malicious prosecution.
