(After stating the foregoing facts.) Did the petitioners have such interest in the subject-matter as would authorize them to maintain this suit? It was alleged that they were citizens and taxpayers, and unless enjoined that the council and other named city officials would, without legal authority and upon an invalid ordinance, pay out the funds of the city.
