Anderson was a saloonkeeper in the city of Galesburg, acting under a saloon license issued to him by the city, for which he had paid a license fee in advance. Before the expiration of the term of his license, the mayor revoked the license, and the city council confirmed the revocation. Anderson brought this suit to recover what he calls the unearned proportion of the license fee, and he says in his brief the suit wa-s brought because of the illegal revocation of the license by the city.
