The Federal Labor Relations Authority (“FLRA”) seeks enforcement of its September 28, 1990 order finding that petitioner, the United States Department of the Navy, Navy Exchange, Naval Training Station, Naval Hospital, Great Lakes, Illinois (“Navy”), committed an unfair labor practice when it refused to release to its employees’ exclusive representative, the Service Employees International Union, Local 11 (“Union”), the names and home addresses of all bargaining unit employees.
