Debtor, John Franklin Copper, appeals from a decision of the Bankruptcy Appellate Panel (“BAP”), In re Copper, 314 B.R. 628 (6th Cir. BAP 2004), affirming a bankruptcy court order denying debtor’s motion to convert his Chapter 7 proceeding to Chapter 13 pursuant to 11 U.S.C. § 706(a).
