This appeal arises from an action for damages brought by a developer frustrated by town planning and permitting authorities. Plaintiff-appellant, Arthur J. Licari, as trustee of Colonial Drive Realty Trust (hereinafter “Colonial”), appeals from an order granting summary judgment for defendants-appel-lees, the Town of Ipswich, the town building inspector, the town planner, and members of the planning board.
