Dear Mr. Frith:

You have requested an Attorney General Opinion regarding the legality of a policy of the Lafayette Parish School Board ("School Board") entitled Incentive Plans for Contract Bus Drivers ("Plan"). The Plan, based on the policy attached to your opinion request, provides cash incentives to contract bus drivers who acquire a new or used bus not exceeding eight years of age and place it in service on an assigned route.
