With all due deference to the detailed findings and carefully drawn conclusions rendered by the learned trial court, I must *1331respectfully voice my disagreement with its restrictive interpretation of Penal Code section 825 and its invalidation of certain policies of the Los Angeles Police Department (LAPD) pertaining to arrestees confined in city jail facilities.
