BEAM, Circuit Judge.

Debra Jenner filed this lawsuit pursuant to 42 U.S.C. § 1983 against Appellees, current and former members of the South Dakota Board of Pardons and Paroles (the Board). Appellees filed a motion to dismiss the action for failure to state a claim, which the district court 1 granted. Jenner appeals; we affirm.

I. BACKGROUND
