CHAGARES, Circuit Judge.

Plaintiff Wayne A. Dreibelbis, Jr., appeals the District Court’s dismissal of his complaint for failure to state a claim and on qualified immunity grounds. Dreibel-bis’s claims arise from two incidents involving himself and several officers of the State College Police Department. For the following reasons, we will affirm the District Court’s judgment.
