LOUGHRY, Justice:

The petitioner, O.H., a licensed medical doctor (hereinafter “O.H.” or “the doctor”), seeks to invoke this Court’s original jurisdiction to prohibit the respondent, the West Virginia Board of Medicine (hereinafter “the Board”), from taking any further action on a complaint filed against the doctor by his former patient, Ms. M.B. (hereinafter “M.B.” or *141“the complainant”).1 The doctor contends that M.B.’s complaint should be dismissed with prejudice due to the Board’s failure to timely act upon it.
