On February 27, 1992, petitioner-appellant Raymond Campbell was arrested in a “buy-and-bust” operation in Queens, New York. He was subsequently charged with selling four vials of crack cocaine to an undercover police officer and, at his trial, prosecutors moved to close the courtroom during the testimony of the undercover officer, Gail D.
