OPINION *

RENDELL, Circuit Judge:

Shawn Brown contends that he was subjected to excessive force during an illegal arrest. He brings claims against the City of Jersey City, the Jersey City Police Department, and several Jersey City police officers (collectively, “Defendants”) under the United States Constitution pursuant to § 1983, claims under the New Jersey Constitution pursuant to the New Jersey Civil Rights Act, and claims under New Jersey tort law.
