OPINION OF THE COURT

Respondent was admitted to practice by the Second Judicial *141Department in 1968, and has maintained an office for the practice of law within the First Department at relevant times since then. He has specialized in civil service disability and pension matters and employment discrimination cases, and has acted as general counsel to a number of civil service unions and organizations.
