E.M. is a student at the Learning Center for Exceptional Children ■ (“LCEC”). LCEC is a private school for children with • intellectual disabilities. E.M.’s individualized education program — her federally-mandated education plan created by her parents, teachers, and local public-school system — says that she should attend L.CEC and integrated classes with students from Today’s Learning Center (“TLC”).
