MEMORANDUM OPINION

This matter is before the Court on John A. Champion’s petition for a writ of habeas corpus. For the reasons discussed below, the petition will be denied as time-barred.
I. BACKGROUND
On February 11, 1999, in the Superior Court of the District of Columbia, petitioner pled guilty to the murder of Louise Washington, the elderly woman in whose house petitioner rented a room.
