The employee, Charles Tannahill, sustained injury to his left foot on November 6, 1975, when he fell from a height of approximately 10 feet while engaged in the construction of a house as part of a vocational training program sponsored by respondents, Wabash Area Development, Inc. (Wabash), and Edwards County Community Unit District No. 1 High School (Edwards).
