By order dated April 4, 1984, the Administrator of the Federal Aviation Administration (“FAA”) suspended appellant David S. Komjathy’s airman certificate, which had a private pilot rating, for 180 days, based upon alleged violations of several provisions of the Federal Aviation Regulations (“FARs”). Pursuant to 49 App. U.S.C. § 1429(a) (1982), Komjathy appealed the order to the National Transportation Safety Board (“NTSB” or “Board”), appellee here.
