At issue on this appeal is whether the open meeting law, G. L. c. 30A, §§ 11A and 11 Aló, applies to the defendant animal care and use committees created by the defendant Board of Trustees of the University of Massachusetts (the board) in compliance with the Federal Animal Welfare Act, 7 U.S.C. §§ 2131 et seq. (1988). The plaintiffs, three registered voters, brought a complaint in the Superior Court under § 11 A, seeking an order that the committees conduct open meetings.
