Ambassador Insurance Company, Inc. (Ambassador) and Ambassador Group, Inc. (Group) 1 appeal a decision and judg ment order of the Washington Superior Court directing the Vermont Commissioner of Banking and Insurance (Commissioner) to liquidate Ambassador, a Vermont-domiciled property and casualty insurance company. We affirm.
