Memorandum: Petitioners contend that Supreme Court erred in dismissing their CPLR article 78 proceeding that sought to annul the resolution of respondent Board of Trustees of the Village of Blasdell (Village Board) authorizing the Village to lease property to respondent Blasdell Development Group, Inc. (Blasdell) for the construction and operation of a garbage transfer station.
