The City of Independence appeals a declaratory judgment of the Circuit Court of Jackson County that declared all subsections of § 5.4 of the Independence City Charter, dealing, inter alia, with the restriction of the political activities of city employees, and subsections (a) and (b) of the proposed revisions thereto to be unconstitutional.
