¶ 107. I would affirm the judgment of the circuit court and the decision of the court of appeals in favor of the Town of Dover.2 The statutes challenged are presumed *107constitutional. The challengers have not carried their heavy burden to prove the statutes unconstitutional beyond a reasonable doubt.3
