This is a class action filed by the named plaintiffs, seventeen (17) Negro citizens of the United States! and residents of the City of Tampa, Florida, on behalf of themselves and other Negroes similarly situated, seeking a declaration of their right to use and enjoy, without regard to any discrimination based on race, the playgrounds, public parks and recreational facilities owned and operated by the defendant, City of Tampa, a municipal corporation.
