Appellants-respondents Madison State Hospital (the Hospital), Indiana Family and Social Services Administration (FSSA), and State Personnel Department (SPD) (collectively, the State) appeal the trial court’s order awarding relief to appel-lee-plaintiff Karen L. Ferguson. The State argues that the underlying final determination of the State Employees’ Appeals Commission (SEAC), which was in the State’s favor, was neither arbitrary, capricious, an abuse of discretion, nor contrary to law.
