MEMORANDUM AND ORDER
TROUTMAN, District Judge.
Whether a preliminary injunction should be dissolved requires exercise of the Court’s sound discretion. Swann v. Charlotte Mecklenberg Board of Education, 402 U.S. 1, 91 S.Ct. 1267, 28 L.Ed.2d 554 (1971), Collum v. Edwards, 578 F.2d 110 (5th Cir. 1978). General equitable principles apply. Lemon v. Kurtzman, 411 U.S. 192, 93 S.Ct. 1463, 36 L.Ed.2d 151 (1973).
