It is improbable, of course, that the activity of the petitioners and of the others anxious for the division of the forty-sixth ward is without a definite purpose of importance to them; but it is not altogether apparent what ultimate ends they desire to accomplish. It is by no means impossible that in- the case of this application, as in other cases of this kind heretofore presented to the court, the real springs of action are to be found in local political conditions, of which the court has no knowledge and which is not a part of its duty to…
