WILLIAMS, Judge.

This timber sale case comes before the Court after a trial on liability.1 Plaintiff Timber Products Company (“Timber Products”) claims that the United States Forest Service (“Forest Service”) bi’eached the implied duties to cooperate and not hinder performance by awarding a timber sale contract without performing environmental surveys.
