MEMORANDUM OPINION and JUDGMENT ORDER

I. Facts.
Subchapter IV of the Social Security Act, 42 U.S.C. §§ 601-644, authorizes the payment of federal matching funds to states whose Aid to Families With Dependent Children (“AFDC”) plans have been approved by the Secretary of Health, Education and Welfare. Bene fits may be claimed on behalf of an otherwise qualified needy child who is under the age of twenty-one and regularly attending a recognized college or vocational school. 42 U.S.C. § 606(a)(2) (B).
