This case is an appeal from the court of appeals’ decision reversing the administrative law court’s (ALC) final order, which reversed and denied the South Carolina Department of Health and Environmental Control’s (DHEC) issuance of a permit (the Landfill Permit) to MRR Highway, 92, LLC (Respondent) for a commercial construction, demolition waste and land-clearing debris (C & D) landfill (the Landfill).
