This suit was brought in the District Court by George C. Shupee to set aside an order of the Railroad Commission of Texas denying his application for a certificate of convenience and. necessity to operate a bus line between San Antonio, and Forjb Worth. The certificate was denied by the Railroad Commission on the ground that no public necessity for such operation existed..
