Clint Smith, a sixty-four year old man with an eighth-grade education, applied for disability insurance benefits, alleging that he cannot work because he suffers from arthritis, back pain, an ulcer, liver cirrhosis, and hypertension. An Administrative Law Judge (“ALJ”) concluded that Mr. Smith did not have a disability as defined under the Social Security Act,.and that his skills and residual functional capacity allowed him to perform a significant number of jobs in the national economy, including that of a forklift operator.
