These three consolidated cases involve the same controversy. Plaintiffs represent three local unions in the East St. Louis, Illinois area affiliated with the Laborers’ International Union of North America. The defendants are representatives of a local intermediary labor body with which the locals are also affiliated, Twelve Counties Southwestern Illinois District Council.
